This article discusses P.L. 105-17, the Amendments to the Individuals with Disabilities Education Act (IDEA). It provides an overview to Part C, Program for Infants and Toddlers with Disabilities; Section 619 of Part b, Preschool Grants Program; and, Part D, National Activities.It also discusses the accomplishments of this nationwide reform and looks at the challenges that remain.

The procedural safeguards required by The Infants and Toddlers with Disabilities Program (Part C) of the Individuals with Disabilities Education Act (IDEA) are intended to protect the interests of families of infants and toddlers with special needs and of the early intervention system.
