This publication was designed for the purpose of improving outreach to American Indians and Alaska Natives who are deaf, deaf-blind, and hard of hearing. This paper discusses the process by which the State of California Department of Rehabilitation developed policy guidance around the Workforce Investment Act. The purpose of the study discussed was to analyze how this methodology was created and to determine whether the process could be replicated to other policy issues.
