Institute on Rehabilitation Issues (IRI): Index of Publications (1963-2015)
For over 50 years, the IRI was a national forum for discussing the challenges facing the State Vocational Rehabilitation (VR) Services Program. IRI publications provide a unique perspective on emerging issues in vocational rehabilitation as both the topics and the content are developed by practitioners. This document contains links to all available IRI documents beginning with the ones that have been remediated for accessibility by New Editions Consulting, Inc. from 2016 - 2021 under Contract No. ED-OSE-16-Q-0006 from the U.S. Department of Education. While much of the content remains relevant to the field, please note the date of the original publication and that subsequent changes in laws and regulations may supersede some content.

This index of IRIs includes 126 publications going back to 1963 covering the pressing issues of their day. Topics range from “medical consultation in VR” and “motivation” in 1963/64, to “the future of VR” in 1985, and “return on investment” in 2015. For more than 50 years, the IRI was a national forum for discussing the important challenges facing the State Vocational Rehabilitation (VR) Services Program. It was the longest running event of its kind in the rehabilitation field, and one of the longest in the human services profession.
The Rehabilitation Services Administration (RSA) sponsored the IRI in collaboration with representatives from the State VR agencies, consumer groups, and other stakeholders in the VR program, to establish a link between knowledge development and practitioner utilization. The primary purpose of the publications was to make training and technical assistance available for vocational rehabilitation (VR) counselors, consumers, administrators, and other partners in the VR process. Many of these documents are cited as source documents in VR publications today.
IRI’s provide a unique perspective on emerging issues in vocational rehabilitation as both the topics and the content were developed by practitioners. Topics include healthcare, psychiatric disabilities, deafness, blindness, deafblindness, autism, aging, assessment, criminal justice, business engagement, SSI/SSDI, consumer choice, technology, supervision, training, and marketing.
