About NCRTM

The Rehabilitation Services Administration (RSA) is responsible for satisfying Sec. 15 of the Rehabilitation Act of 1973, as amended. RSA funds the National Clearinghouse of Rehabilitation Training Materials (NCRTM) to meet the Sec. 15 requirements. The NCRTM facilitates the sharing of information and resource availability for individuals with disabilities and their families, Vocational Rehabilitation (VR) personnel, as well as professionals in the field of VR, relevant public and private agencies, and the general public. The NCRTM contains training and technical assistance materials, research, practices supported by promising evidence, and curriculum designed to help individuals with disabilities eligible for VR services, including youth with disabilities, secure competitive integrated employment, as well as enable State VR agency personnel and other professionals in the VR field to improve service delivery, and increase the number and quality of employment outcomes for individuals with disabilities.

Core New Editions Consulting, Inc. Team

New Editions Consulting, Inc. supports RSA through the NCRTM contract. Versed in disability, health, and education, they specialize in technical assistance and training, Section 508 and accessible information communication technology, software and web-based solutions, program management and strategic planning, integrated communications and information dissemination, program evaluation and performance measurement, as well as policy analysis, data analysis and studies.

Heather Servais

Ms. Servais directs the Rehabilitation Services Administration (RSA) NCRTM contract at New Editions Consulting, Inc. She joined New Editions in the fall of 2021. Prior to joining New Editions, she worked for the Florida Division of Vocational Rehabilitation where she served in multiple roles including Vocational Rehabilitation Consultant, Supervisor of the Field and Provider Relations Unit, and Assistant Bureau Chief of Field Services. As the Assistant Bureau Chief of Field Services, she led agency Employment Programs; Ticket to Work; Deaf, Hard of Hearing, and Deafblind Services; Business Relations; and Learning and Development. She has also worked with a community rehabilitation provider as an Employment Specialist and as the Manager of Employment Services overseeing Employment Services, Vocational Evaluation, and contracts. Heather’s expertise includes program development and implementation, project management, leadership development, and stakeholder engagement. Heather earned her Master’s in Rehabilitation Counseling from West Virginia University. She is a Certified Rehabilitation Counselor (CRC), Project Management Professional (PMP), Certified Public Manager (CPM), Certified Vocational Evaluation Specialist (CVE), and a Certified Rehabilitation Leader (CRL).

Stewart H. Kelsey

Ms. Kelsey is the Project Coordinator for the NCRTM. She is responsible for managing the NCRTM library; updating site content including new resources and events; preparing the monthly NCRTM newsletter; responding to NCRTM email inquiries; reviewing and remediating submitted resources for Section 508 compliance and providing technical assistance to RSA grantees in Section 508; hosting NCRTM and RSA webinars; aggregating and compiling NCRTM data reports from surveys, web analytics, and other sources; and creating graphics and marketing materials.

Tyler Matney

Mr. Matney is the Technical Director for the NCRTM. He manages the creation and implementation of IT, and web-based solutions to advance the missions and goals of the NCRTM. He conducts business analyses to develop the scope of work, business and functional requirements, and test cases for enhancements and improvements to the NCRTM. He coordinates with the project team and ED on development, user experience, and quality assurance to implement, test, enhance and maintain the functions and security of the site. This includes user analysis, testing, and usability analysis. Tyler also maintains system documentation, oversees ongoing operations and maintenance, and completes security documentation and requirements in accordance with Federal guidance and policies.

Cindy Ryan

Ms. Ryan is the Security Manager for the NCRTM. She has over 26 years of experience in various aspects of information technology, including telecommunications, information management, and technical writing. Her extensive technical skills enable her to assess customer information needs and manage a broad spectrum of IT projects. Cindy ensures that NCRTM complies with all Federal IT and security requirements, prepares system and security documentation, coordinates with ED personnel on IT and security issues, and ensures the NCRTM is Section 508 compliant.
