Prior Approval for Grant Activities and Expenditures for RSA Formula Grant Awards - 5/24/2018

The U.S. Department of Education, at 2 CFR §3474.1, adopted – effective as of December 26, 2014 –  the Office of Management and Budget’s (OMB’s) Uniform Administrative Requirement, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) codified at 2 CFR part 200 (79 FR 76091 (Dec. 19, 2014)). The Uniform Guidance requires prior written approval (prior approval) from the Rehabilitation Services Administration (RSA) before State VR agencies take actions, or incur expenditures or obligations in capital expenditures, equipment, and real property; participant support costs; and certain other costs and expenditures.

The first three sessions are applicable to all RSA formula grant awards. The session ‘Participant Support Costs’ is specific to the VR program and the flexibilities in RSA-TAC 18-02.
