Evaluation and assessment of consumer needs is perhaps the most critical and complicated part of a vocational rehabilitation counselor’s job. It is what sets rehabilitation professionals apart from other professionals working with consumers with disabilities. Evaluation and assessment of consumer needs involves identifying consumer abilities and weaknesses, vocational interests and disinterests, personal values and preferences, as well as aptitudes and deficits related to vocational objectives. Evaluation requires knowledge in evaluation techniques, test selection, test use, statistics, and test interpretation. Finally, effective evaluation and assessment of consumer needs requires the counselor’s ability to integrate the information gained to assist the consumer in identifying and obtaining vocational goals.
